Local consent controls for managed scripts and embeds. Licensed Pro installations can submit technical cookie names and normalized script URLs to PMS for signed classification; cookie values and visitor consent records are not sent.

== Description ==
Provides an accessible banner, preference center, managed service loader, separate privacy choices, GPC handling, Google Basic Consent Mode hooks, decision records, diagnostics and documented APIs. Consent records stay in WordPress. Without licensed PMS classification, newly observed cookies remain local unclassified entries for administrator review. It does not promise universal legal compliance or block unknown scripts outside its contract.

Upload the ZIP, activate, then configure PMS Cookie Banner under PM Scripts in the WordPress admin menu.
